Turn agency rules into workable systems

Government digital systems development

MCC Softwares, based in Cotabato City, BARMM, develops software around government records and administrative processes. This service focuses on requirements, approval rules, validation and handover for agencies and local governments in the Philippines.

  • Citizen services
  • Approval workflows
  • Records and handover

Digital government starts with clear responsibilities

Moving a paper form online does not automatically improve public service. The system needs to reflect who receives a request, which office reviews it, what evidence is required and how the outcome is recorded.

Documenting those steps makes software easier to evaluate and gives staff a shared understanding of exceptions. The objective is a traceable workflow and usable records, not an unsupported promise that technology alone creates transparency or legal compliance.

Translate agency requirements into testable scope

  • Roles and authority: Define the offices and users responsible for receiving, reviewing, approving and correcting records.
  • Records and outputs: Specify required forms, printed IDs, permits, reports and export formats where relevant.
  • Process exceptions: Include incomplete applications, returned requests, amendments and cancellations.
  • Operational boundaries: Agree on hosting, access, data retention and any third-party connections.

Public access and staff-only functions need different controls. Citizen information should not become crawlable merely because an application has a public portal.

Make acceptance part of the development plan

  1. Confirm the approved workflow. Review requirements with the agency's designated process owners.
  2. Validate representative scenarios. Walk through a normal request and its important exceptions.
  3. Review outputs and access. Check permissions, reports and printed documents against agreed examples.
  4. Plan operational handover. Identify administrators, orientation needs, backup responsibilities and support contacts.

Procurement requirements, contracting, acceptance and compliance review remain subject to the agency's applicable rules. Features, warranties and service levels need to be written into the specific agreement.

Experience linked to identifiable projects

The public portfolio features citizen records and ID printing for the Municipality of Kabuntalan, the Ministry of Public Order and Safety Procurement Management and Inventory System, and electronic business permit licensing for Datu Odin Sinsuat and Datu Saudi Ampatuan.

View the government projects and client seals. The Datu Odin Sinsuat portal (opens in a new tab) provides a public example; application availability is controlled by the municipality. These references do not imply endorsement of every future project or a blanket agency accreditation.

Government development questions, answered

How is this different from Government Solutions?

The Government Solutions page lists existing project types and clients. This page explains the development service: requirements, validation, acceptance and handover.

Can the system follow our agency's approval steps?

Approval rules can be reviewed and scoped with the agency's designated staff. Exceptions, delegated authority and correction rules should be specified alongside the normal path.

Is an online application always open to the public?

No. The responsible agency sets availability and eligibility. A public portal can remain accessible while application or renewal periods are closed.
